- This is a close-up of Mr. Lim Siong Guan, Head of the Civil Service, who served from September 1999 to 1 April 2005. In 1965, he was awarded the Colombo Plan Scholarship and the Yang di-Pertuan Negara Scholarship (later President's Scholarship). He joined the Civil Service and worked in the Public Works Department as an engineer in 1969. He was inducted into the Administrative Service in 1975. He served as Principal Private Secretary to Prime Minister (May 1978-Jul 1981); First Permanent Secretary (PS) for Defence (Jul 1981-1992); PS for Defence (1993-May 1994); Second PS of the Public Service Division, Prime Minister's Office or PMO (Jun-Oct 1994); PS of the PMO (Oct 1994-Jul 1998); Director (Aug 1981), Deputy Chairman (Apr 1987-Jun 1994) and later Chairman (Jun 1994-Mar 1995) of Singapore Technologies Holdings; PS for Education (Apr 1997-Jun 1999); Second PS for Finance (Aug 1998-May 1999); PS for Finance (Jun 1999-Sep 2006); PS (Special Duties) in the PMO (Sep 1999-Apr 2005); Deputy Chairman (Feb-Sep 2006) and later Chairman (Oct 2006-June 2009) of the Economic Development Board; Chairman of the Central Provident Fund Board (Feb 1986-Jul 1994), National Education Committee (1996), Accounting and Corporate Regulatory Authority (Apr 2004-Sep 2006), and the Inland Revenue Authority of Singapore (2004-Sep 2006); Group Managing Director (Sep 2007-Jun 2009) and later Group President (Jul 2009-to date) of Government of Singapore Investment Corporation. He was awarded the Public Administration Medal (Gold, 1982), Meritorious Service Medal (1991), and the Order of Nila Utama (First Class, 2006) in 1982, 1991, and 2006 respectively.
