Contains a review of the shortcomings of the colonial administration of the Straits Settlements, in particular of Penang, and observations of the political, social and economic conditions of the Southeast Asian region. Includes recommendation for policy changes and administrative reforms to achieve greater efficiency and economy, encourage and develop local entrepreneurship, foster better relations with neighbouring countries and improve trade.
