This photograph shows Dr. Wu Lien-teh (left) and a district superintendent holding discussions soon after Dr. Wu's arrival in Harbin in 1911. They are seated at a table in a room. Dr. Wu, a Penang-born physican, was in Harbin to help fight against a plague. The label on the photograph reads "Dr. Wu and Taotai Tan, Medical and Lay Directors, 1911".
