This photograph was taken during the official opening of the conference which was held at Mukden in April 1911. Both Dr. Wu, a Penang-born physician, and Professor Kitasato Shibasaburō, a Japanese physician and bacteriologist, are seated. Except for four military officers in their uniforms all the delegates are dressed in suits. Title devised by Library staff.
