Admiral Dewey and the General Naval Board consider that the defence of the United States possessions and commerce requires 48 Ist class battleships, with two armoured cruisers, four cruising scouts, and four large destroyers, with auxiliaries, for every four battleships. They advise that the fleet be accordingly increased yearly by four battleships and other vessels in proportion. Manchuria. The StandanCs correspondent at Tieu-Ts n declares that the robbery of Government funds at Port Arthur, Talienwan, and throughout Manchuria generally, is absolutely appalling. He states that large salaries are drawn in the names of a long list of fictitious officials, and that officers have been in the habit of pocketing the price of imaginary coal consignments. According to the same authority, where the Chinese officials rob one dollar the Russian officials help themselves to thousands. Trinidad. In the House of Commons on 25th ultimo, Mr. Chamberlain was interrogated regarding the situation in Trinidad. He stated that according to a statement by the Governor of the Colony, Sir C. A. Melony, the Waterworks Ordinance had been much misrepresented by some agitating representative of the Government, who bad ♦timed the popular excitement. The Council Chamber was phoned, and several members of the Count» were wounded. The Riot Act was read l»ee. Mr. Chamberlain added that the Government had appointed a Commission of Inquiry.
