Davis, Secretary of War, in his annual report. He says that there has been only a partial execution of the plan for defence mapped out in 1920. Even the maintenance of the army on the present basis requires an appropriation of more funds annually. Mr. Davis disapproves of the proposals to transfer the army engineer corps' duties to outside the army. The present system of administering the rivers and harbours is very economical in the* long run. He estimates that the completion of the waterway and harbour developments now progressing will take $225,000,000 and last at least fwe years. Approximately 85 per cent of the Ohio River development had been completed. Inland waterways were carrying 200,000,000 tons of cargo annually, at an economicsaving of at least $150,000,000 annually.
